PFAS is a family of more than 12,000 synthetic chemicals linked by one structural feature: an exceptionally strong carbon-fluorine bond. That bond makes PFAS virtually indestructible in the environment, in water, and in body tissue. The EPA now classifies PFOA and PFOS, two of the most studied compounds, as likely carcinogenic to humans.
The same persistence that makes PFAS useful in manufactured goods makes it a problem in bodies. Infants and toddlers absorb more PFAS per unit of body weight than adults, and their developing hormonal, immune, and neurological systems are more sensitive to disruption at lower doses. A 2022 National Academies of Sciences report on PFAS exposure concluded that health effects appear at blood serum concentrations once considered safe, shifting the regulatory baseline across the EPA, CPSC, and multiple state programs simultaneously.
Where PFAS shows up in baby textiles
Not every baby garment contains PFAS. The application is intentional and concentrated in specific product types.
Durable water repellent coatings. DWR finishes are applied to rain gear, snowsuits, and sleep sacks marketed as "splash-proof" or "water-resistant." Legacy DWR chemistry relied on long-chain C8 PFAS compounds (PFOA and PFOS). After regulatory pressure, most brands switched to shorter-chain C6 alternatives. Shorter chain does not mean safe: C6 PFAS still accumulate in blood and tissue, and their health profiles are less studied than C8.
"Easy-care," "wrinkle-free," and "no-iron" finishes. PFAS-based resins are applied to cotton and cotton blends to prevent wrinkling. A garment marketed as "easy care" or "wrinkle resistant" should be treated as PFAS-suspect until tested or certified otherwise.
Antimicrobial and odor-resistant treatments. Some PFAS compounds are marketed for odor or bacterial resistance, particularly on athletic-style baby and toddler garments. These are distinct from DWR but may appear on the same product.
Stain-resistant finishes on bedding and mattress covers. Quilt pads, mattress protectors, changing table covers, and waterproof crib sheet liners often carry stain-resistant or waterproof finishes. Because these products stay in contact with the baby for many hours each day, they represent a priority exposure category. Testing by Toxic-Free Future and similar advocacy organizations has found fluorine, a PFAS proxy, in children's products beyond the obvious water-resistant categories, including school uniforms, pajamas, and infant sleepwear not marketed with any protective finish. The implication: PFAS treatments can be applied during manufacturing stages invisible to the consumer from the product label.
How XRF testing works
X-ray fluorescence (XRF) is the standard method for rapid screening of textiles for PFAS. An XRF device emits X-rays that excite atoms in the sample; each element releases a characteristic energy signature when electrons return to baseline. The scanner detects the fluorine signal and reports a concentration in parts per million (ppm).
XRF is fast and inexpensive enough that advocacy and research organizations have used it to screen hundreds of products per study. One limitation: some PFAS formulations embedded deep in the fiber structure may fall below detection thresholds even though a treatment was applied. A negative result is therefore less conclusive than a positive one.
What the testing shows
Toxic-Free Future, a Seattle-based environmental health research organization, has conducted multiple rounds of XRF screening on children's textiles, including baby clothing, sleep sacks, and bedding. Their work has found PFAS-proxy fluorine in products across multiple categories, including items that carry no water-resistant or stain-resistant marketing claim.
The Safer States coalition, which tracks state chemical policy, has documented testing by state agencies confirming PFAS presence in children's apparel sold by major US retailers. State attorney general investigations in California, New York, and Washington have produced consistent findings: PFAS treatments are widespread in children's textiles marketed with protective finish claims, and appear with meaningful frequency in textiles that carry no such claim.
Neither product category nor label is a reliable indicator of PFAS-free status in the absence of third-party test data or a relevant certification.

The regulatory picture
EPA: TSCA Section 6 rules. The EPA finalized rules under the Toxic Substances Control Act restricting long-chain PFAS as persistent, bioaccumulative, and toxic substances. These rules limit new manufacturing and processing of PFOA and PFOS specifically. They do not restrict the broader PFAS family and do not directly address PFAS in textiles already in commerce.
For context on how stringent EPA has become on specific compounds: in April 2024, EPA set maximum contaminant levels (MCLs) for PFOA and PFOS in drinking water at 4 parts per trillion. That figure is not a textile standard, but it illustrates how low the agency now believes safe exposure thresholds are for these compounds.
CPSC children's product rulemaking. The Consumer Product Safety Commission has proposed rules that would restrict intentionally added PFAS in children's products above 100 ppm total organic fluorine. As of mid-2026, that proposed rule has not been finalized. The current gap: a brand can apply a PFAS-based DWR finish to a baby sleep sack and remain fully compliant with all existing CPSC regulations.
California AB 1817. California enacted AB 1817 in 2022, with restrictions taking effect January 1, 2025. The law prohibits the sale of children's products, including clothing and bedding, that contain intentionally added PFAS above 100 ppm total organic fluorine. Products covered are those primarily intended for children 12 and under.
AB 1817 is the most significant US regulatory action to date on PFAS in textiles. Because it applies to products sold in California, it functions as a practical national compliance floor for brands that sell in the state. Enforcement is by the California Department of Toxic Substances Control (DTSC).
The law does not address PFAS that enters the textile unintentionally from contaminated dyes, auxiliaries, or process water. The 100 ppm threshold also means low-concentration PFAS treatments may still appear in otherwise compliant products.
EU PFAS restriction under REACH. The European Chemicals Agency (ECHA) is advancing a universal PFAS restriction covering the entire chemical family rather than individual compounds. The restriction was proposed in 2023 by five national agencies and a final restriction on most PFAS uses in textiles is anticipated between 2026 and 2028. The EU is moving faster than the US in regulating PFAS as a class rather than compound by compound.
What to look for when shopping
Distinguish testing from marketing. A brand that says "we don't add PFAS" without documentation is not providing the same assurance as one that publishes third-party test results from an accredited lab such as SGS, Bureau Veritas, or Intertek. PFAS-free claims should be backed by XRF or LC-MS/MS data from an independent lab. A credible brand will provide the test report when asked. If the company's response is a marketing statement without data, that is not verification.
Non-fluorinated DWR alternatives. Several water-repellency technologies work without PFAS:
- Wax-based treatments. Products such as Nikwax use a wax emulsion to create a water-repellent surface with no fluorine chemistry. Performance is slightly lower than PFAS-based DWR in sustained heavy rain, but adequate for the conditions most sleep sacks and snowsuits encounter.
- Polyurethane membranes. A laminated PU membrane creates waterproofing through physical structure rather than applied chemistry. Used in many certified rain covers and some sleep sacks. Denser PU laminates trade some breathability for greater waterproofing.
- Dense-weave construction. A tightly woven natural fiber fabric provides meaningful water resistance through fiber structure alone. Merino wool in particular has natural lanolin that repels light moisture without any coating. This is why many non-toxic sleep sacks use a merino outer shell.
For baby pajamas specifically: the federal flammability standard for children's sleepwear (sizes 9M to 14T) requires either a chemical flame retardant treatment or a snug-fitting, tight-knit construction. Most non-toxic pajamas comply via the snug-fitting route. A water-resistant or easy-care finish on pajamas also designed to meet sleepwear rules is a warning sign, suggesting multiple overlapping chemical treatments. Certification signals. Three programs test for or restrict PFAS in textiles:
- GOTS (Global Organic Textile Standard) restricts all intentionally added PFAS, tested throughout the supply chain including dyes, auxiliaries, and process water. A GOTS certificate that resolves in the GOTS public database for the specific product line is the most comprehensive assurance currently available for organic baby textiles. - OEKO-TEX STANDARD 100 tests the finished product against a restricted substance list including PFOA, PFOS, and other regulated PFAS compounds. - bluesign is a manufacturing-process certification that audits production facilities against a restricted substance list that bans PFAS as inputs. It does not guarantee zero PFAS in the finished product (contamination from shared equipment is possible), but it means the facility was not intentionally applying PFAS treatments.

Where to focus attention. In practice: prioritize GOTS certification for clothing in regular skin contact, including onesies, sleepers, and pajamas. For sleep sacks or any item with a water-resistant or easy-care claim, look for a published third-party test report in addition to any certification mark. For crib bedding, waterproof mattress pads, and changing table covers, look for products that name the waterproofing mechanism: a wool cover, a PU laminate, or a tight-weave construction rather than an unnamed chemical finish.
