Why 'Fragrance-Free' Matters in Baby Products

The word 'fragrance' on a baby product label can represent hundreds of undisclosed chemicals. Here's what the FDA doesn't require brands to tell you — and how to shop for products that are genuinely fragrance-free.

What "Fragrance" Means on a Label

When you see "fragrance" listed as an ingredient on a baby lotion or wash, you are not reading a description of what is in the bottle. You are reading a trade-secret claim.

Under the Fair Packaging and Labeling Act, cosmetic manufacturers in the United States are required to disclose ingredients in descending order of predominance. But the law carves out a specific exception: any compound that constitutes a fragrance can be grouped under the single word "fragrance" without individual disclosure. A single fragrance formula can contain hundreds of distinct chemical compounds — fixatives, solvents, scent molecules, UV stabilizers — and none of them have to be listed separately.

This is not an oversight. It was a deliberate accommodation for the fragrance industry, which argued that detailed formula disclosure would enable competitors to reverse-engineer proprietary blends. The practical consequence is that "fragrance" on an ingredient list is a black box. It tells you that a scent compound is present. It tells you nothing about what that compound is.

Why Babies Face a Different Calculation

An adult's skin barrier and liver function process low-level chemical exposures differently than a newborn's. Three factors make the same exposure meaningfully different for infants.

Skin surface ratio. A newborn's body-surface-area-to-weight ratio is roughly three to four times that of an adult. More surface area per unit of body mass means proportionally greater skin absorption per kilogram of bodyweight.

A thinner barrier in the first months. The stratum corneum — the outermost layer of skin — is thinner and more permeable in newborns than in older children or adults. It continues developing through the first year of life. In premature infants the barrier is even less mature, and dermal absorption is substantially higher.

Developing detoxification pathways. Phase I and Phase II liver enzymes — including the cytochrome P450 family responsible for metabolizing many synthetic chemicals — are not fully active at birth. Some reach adult-equivalent levels within weeks; others take months to years. In the interim, compounds that an adult liver processes efficiently may circulate longer in an infant.

The result is that skin-absorbed chemicals from a lotion or wash applied to a newborn can reach systemic circulation at higher levels, with less efficient downstream clearance, than the same application on an adult.

The Specific Chemicals That Matter

Not every compound that falls under "fragrance" carries the same risk profile. Three categories appear most consistently in the peer-reviewed concern literature for infant products.

Phthalates as fixatives. Certain phthalates — dibutyl phthalate (DBP) in particular — are used in fragrance formulas as solvents and fixatives that extend scent longevity. The EU has banned several phthalates in children's products; the US Consumer Product Safety Commission has banned eight phthalates in toys and child care articles. Cosmetic fragrance formulas occupy different regulatory territory: the ban does not cover them. Phthalates act as endocrine disruptors, interfering with androgen signaling. Epidemiological studies have associated prenatal and postnatal phthalate exposure with altered reproductive development in male infants. Synthetic musks. Nitromusks and polycyclic musks are persistent, lipophilic compounds that bioaccumulate in fatty tissue. Several nitromusks (musk ambrette, musk tibetene) are prohibited in the EU. Polycyclic musks like tonalide and galaxolide remain in widespread use and have been detected in human breast milk. A bioaccumulative compound present in breast milk represents a secondary exposure pathway beyond direct product application.

Synthetic aldehydes. Certain aromatic aldehydes are contact sensitizers — they can trigger allergic immune responses at low concentrations. Developing immune systems are particularly susceptible to sensitization; early sensitization frequently persists as a long-term allergy.

What "Fragrance-Free" on the Label Actually Means

Here is what the FDA requires for a cosmetic sold as "fragrance-free": nothing.

There is no legal definition, no required testing, and no pre-market verification. Any manufacturer can print "fragrance-free" on a label without demonstrating the claim to any regulator before the product reaches the shelf. The FDA has authority under the Federal Food, Drug, and Cosmetic Act to take enforcement action if a label is demonstrably false or misleading — but this is a post-market, reactive mechanism. The burden of proof is on the agency, not the brand.

A practical consequence: some products labeled "fragrance-free" contain masking fragrances — scent compounds added to neutralize the odor of functional ingredients — which are not classified by the brand as a marketed scent and therefore not disclosed separately. "Fragrance-free" on the front of a package does not, by itself, mean no fragrance compounds are present in the formula.

To verify that a product is genuinely free of fragrance ingredients, read the full INCI (International Nomenclature of Cosmetic Ingredients) list, not the front-of-package claims.

The Certification Gap — and What Fills It

Two third-party certifications currently impose enforceable fragrance standards on baby products.

EWG Verified prohibits fragrance and fragrance ingredients from certified products. The Environmental Working Group runs its Skin Deep database, which scores ingredients against hazard profiles from peer-reviewed literature. A product with EWG Verified certification cannot contain any undisclosed fragrance mixture; brands must disclose every ingredient, including sub-components of fragrance compounds when applicable.

MADE SAFE requires full ingredient transparency and prohibits known or suspected endocrine disruptors, including phthalates used as fragrance fixatives. The certification requires brands to disclose all intentionally added chemicals and runs each against the MADE SAFE Hazard List.

Neither certification is a guarantee of zero risk — risk is always dose-dependent and ingredient-specific — but both close the disclosure gap that FDA regulations leave open. When you see EWG Verified or MADE SAFE on a baby product, the brand has agreed to ingredient-level scrutiny and third-party review before carrying the mark.

A Note on Essential Oils and "Natural Fragrance"

A product without "fragrance" or "parfum" on the label can still contain bioactive compounds via essential oils or a claim of "natural fragrance."

Essential oils are complex mixtures. Lavender oil, for example, contains linalool and linalyl acetate — compounds with documented hormonal activity in vitro and in animal models. A 2019 case series in the Journal of Clinical Endocrinology & Metabolism documented prepubertal gynecomastia in boys in connection with lavender- and tea tree oil-containing products. The research is limited and causal interpretation requires caution, but the proposed mechanism — ligand binding to estrogen receptors — is biologically plausible.

"Natural fragrance" is a marketing claim, not a regulatory category. A brand can call a fragrance "natural" and still keep the specific formula undisclosed. The word "natural" does not mean the individual compounds have been assessed for safety in infant use.

How to Shop

The most practical path for parents trying to minimize fragrance exposure in baby products:

  1. Read the full INCI ingredient list. Don't stop at front-of-package claims. "Fragrance-free" on the label is unverified; the ingredient list is the record.
  2. Look for EWG Verified or MADE SAFE. These are the certifications with enforceable fragrance standards, not just marketing claims.
  3. Treat "natural fragrance" and essential oils with the same scrutiny as "fragrance." Undisclosed is undisclosed regardless of the adjective in front of it.
  4. Fewer ingredients are easier to evaluate. A wash with five INCI entries is easier to verify than one with thirty.
