What the data actually shows
In February 2021, the U.S. House Subcommittee on Economic and Consumer Policy released a report titled "Baby Foods Are Tainted with Dangerous Levels of Arsenic, Lead, Cadmium, and Mercury." Investigators requested internal testing data from seven major manufacturers. Four complied: Gerber, Beech-Nut, Hain Celestial (Earth's Best), and Nurture (Happy Baby). Three refused to share any data at all: Walmart, Sprout Organic Foods, and Campbell Soup Company.
The findings were direct. All four companies that submitted data sold products with detectable levels of all four heavy metals in excess of the limits the subcommittee considered acceptable — in some cases by wide margins. Notably, some of those limits were the companies' own internal standards, not regulatory thresholds, making the exceedances all the more significant.
Why these metals accumulate in baby food
Heavy metals enter crops through soil and water — sometimes from industrial pollution, sometimes from naturally occurring geological deposits, sometimes from decades of agricultural activity. The problem is not unique to baby food. What makes infant exposure distinctly concerning is threefold: concentration (processing strips water and fiber while retaining metals), developmental vulnerability (infant nervous systems are disproportionately sensitive to neurotoxic elements), and dietary monotony (a 7-month-old eating the same rice cereal twice a day accumulates exposure in a way a varied adult diet does not).
Rice and inorganic arsenic
Rice is uniquely efficient at absorbing inorganic arsenic from paddy water and soil. The grain's root system takes it up, stores it in the bran layer, and commercial milling does not remove it. This makes rice-based infant cereals — historically a first-food staple because of their iron content and mild flavor — one of the highest single-source arsenic exposures in the infant diet.
The subcommittee report found that Beech-Nut's internal standards allowed up to 23.7 ppb of inorganic arsenic in finished products, while internal testing revealed some rice-based products as high as 913.4 ppb. Gerber's internal limit was 100 ppb for inorganic arsenic in rice-based cereals. The FDA finalized an action level of 100 ppb for infant rice cereal in 2020.
The rice rinse method — washing uncooked rice in several changes of water until it runs clearer, then cooking in a 6:1 water-to-rice ratio and draining the excess — reduces arsenic content by 40–60%, according to research published in Science of the Total Environment. This applies to home-prepared rice. Commercial rice-based products are not made from pre-rinsed rice.
Root vegetables, lead, and cadmium
Root vegetables — sweet potatoes, carrots, beets — absorb lead and cadmium directly through their root systems, which are in contact with soil throughout the growing season. Sweet potato baby food has been identified as one of the highest-risk foods for lead exposure in the infant diet in both FDA dietary exposure assessments and the 2021 subcommittee report.
Lead has no established safe level in children. The FDA's reference level of 20 ppb for lead in processed baby food snacks — the benchmark the subcommittee used for comparison — is not a safety threshold; it is the level below which harm becomes difficult to quantify in population studies. Under the Closer to Zero plan, FDA proposed tightening this to 10 ppb for processed baby foods in 2024.
Cadmium follows the same soil-uptake pattern and is of particular concern in carrots. Chronic cadmium exposure accumulates in the kidneys and is associated over time with disruptions to bone mineral density.
Fish-based foods and mercury
Methylmercury bioaccumulates in fish tissue, concentrating up the food chain. Tuna, salmon, and other fish-based baby pouches and purees introduce this risk. The FDA and EPA updated their joint advisory for children in 2024, recommending two to three servings per week of "best choices" fish — salmon, trout, shrimp, and canned light tuna — while advising avoidance of high-mercury species: swordfish, shark, king mackerel, orange roughy, and tilefish.
Canned albacore (white) tuna should be limited to one serving per week for young children. The concern with fish-based infant foods is not that any single serving is dangerous — it is that daily fish-based pouches as a primary protein source, particularly from higher-mercury species, can accumulate to meaningful total exposure over months.
The FDA's "Closer to Zero" plan
In April 2021, the FDA released "Closer to Zero," a multi-year action plan to reduce toxic element exposure in foods eaten by babies and young children. The plan targets the same four metals named in the Congressional report: arsenic, lead, cadmium, and mercury.
The core strategy is sequential rulemaking: set enforceable action levels category by category, starting with the highest-risk exposures. The FDA proposed action levels for lead in fruit juices in 2023, followed by proposed action levels for lead in processed baby foods in January 2024. These are proposed thresholds, not final rules. Until rulemaking completes, manufacturer compliance is voluntary.
Environmental health organizations and pediatric medical groups have argued the Closer to Zero timelines move too slowly — some final rules extending to 2025 and beyond — and that voluntary interim compliance leaves parents without enforceable protections for years.
What parents can do now
Regulatory timelines are not a parent timeline. The evidence-supported response is dietary diversity: no single food should dominate an infant's diet over weeks and months.
Dietary diversity is the most practical tool parents have for limiting metal exposure from any single food source.
Vary grains. Oat, barley, and multigrain cereals consistently test lower for inorganic arsenic than rice-based cereals. If rice is a regular part of the diet, the rinse-and-drain cooking method (6:1 water-to-rice ratio, drain excess) reduces arsenic by 40–60%.
Rotate root vegetables. Sweet potato and carrot are nutritious first foods. The goal is not to eliminate them but to rotate: peas, butternut squash, green beans, and avocado all test substantially lower for lead and cadmium. Daily sweet potato over months is the exposure profile to manage.
Choose fish from the "best choices" list. For fish-based protein, salmon, trout, and canned light tuna are the recommended options for young children. Limit albacore tuna to one serving per week.
Cook and store in glass or stainless steel. For home preparation, glass and stainless steel containers are inert. Avoid storing acidic purees in old ceramic vessels with unknown glazes, which may contain lead pigments, and avoid aluminum cookware for acidic foods over extended cook times.
Understand what home cooking does and does not change. Heavy metals are in agricultural soil, not in factories. Homemade sweet potato purée made from a conventionally grown sweet potato carries the same lead and cadmium profile as a commercial pouch made from the same crop. The advantage of home preparation is control over ingredients and freshness, not an exit from the agricultural baseline.
Understand what organic certification does and does not change. Certified organic farming prohibits most synthetic pesticides — meaningful for pesticide reduction. It does not prevent heavy metal uptake from soil that already contains them. Organic and conventional crops show similar metal levels in most published studies. Organic certification is worth choosing for other reasons; metal reduction is not among them.
