Most parents reaching for a "chlorine-free" diaper assume they have picked the safest option. They may be right. Or they may be buying a product that still uses a chlorine compound in its manufacturing process, just a different one. The label does not tell you which.
"Chlorine-free" is an unregulated marketing term in the United States. The FTC has not established a standard definition, which means a brand can print it on packaging whether the product is truly chlorine-free or merely a step up from conventional chlorine bleaching. Understanding the difference requires knowing how diaper pulp is actually bleached, and what each approach leaves behind.
The three tiers of diaper bleaching
Disposable diapers are made largely from wood pulp, which is naturally brown. Manufacturers bleach it white to meet consumer expectations and to reduce microbial content. The bleaching chemistry used is where the tiers diverge.
Conventional (elemental chlorine)
Conventional bleaching uses elemental chlorine gas or hypochlorite compounds. This process reacts with organic matter in the pulp to produce dioxins and furans as byproducts. Both are persistent organic pollutants (POPs): they do not break down in the environment or in human tissue, and they bioaccumulate up the food chain. Regulatory agencies classify several dioxin congeners as known or probable human carcinogens, and low-dose exposure has been linked to endocrine disruption, reproductive harm, and immune effects. Conventional chlorine bleaching has been largely phased out by major diaper manufacturers in developed markets, though it persists in some imported products.
ECF (Elemental Chlorine-Free)
ECF bleaching substitutes chlorine dioxide (ClO₂) for elemental chlorine. Chlorine dioxide is a fundamentally different compound: it is an oxidizing agent rather than a chlorinating agent, and it produces far fewer dioxins and furans than elemental chlorine under the same conditions. The EPA and most international pulp standards recognize ECF as a significant improvement over conventional bleaching.
ECF is now the industry default. Most products on the market labeled "chlorine-free" are ECF. The claim is technically defensible: elemental chlorine is not used. But ECF still produces some adsorbable organic halides (AOX) as a bleaching byproduct. AOX is a measurement of halogenated organic compounds in effluent; it captures the aggregate residual of chlorine-compound bleaching, not a single chemical. Dioxins and furans fall within the AOX class. At typical ECF process levels, AOX output is dramatically lower than with conventional bleaching, and regulatory standards in the EU and North America generally permit ECF effluent. Whether "dramatically lower" is sufficient for a product in prolonged skin contact with an infant is the question ECF does not fully resolve.
TCF (Totally Chlorine-Free)
TCF bleaching uses no chlorine compounds of any kind. Common TCF agents include hydrogen peroxide, ozone, and peracetic acid. None of these produce dioxins or furans. AOX output is effectively zero.
TCF is the only tier that eliminates the mechanism of dioxin and furan production entirely. It is not the industry default: TCF pulp is more expensive to produce, and demand has historically been price-sensitive. The brands that have committed to TCF diapers have done so as a deliberate materials decision, not a regulatory requirement.
Why cumulative exposure matters
A child in diapers typically goes through 5,000 to 8,000 diaper changes before potty training. The concern with dioxins and furans in diaper pulp is not a single change. It is the skin-contact surface area, the frequency of contact, the age window (infants have higher surface-area-to-body-weight ratios than adults, and their detoxification systems are still developing), and the cumulative duration over two to three years.
Dioxin exposure in the general population comes primarily through diet, particularly animal fat. Diaper pulp is not a primary exposure route for adults. For an infant in diapers for two to three years, genitourinary skin contact is a plausible secondary route, particularly if residual dioxin levels in the pulp are not independently tested and disclosed by the manufacturer.
No major regulatory agency has issued a specific dioxin standard for diaper pulp. The German Federal Institute for Risk Assessment has evaluated the question and concluded that dioxin levels in commercially available diapers, including ECF-bleached products, are generally too low to pose a risk above background exposure. Critics argue that "generally too low" does not account for product variation, supply-chain changes, or additive effects with other infant exposure routes. The precautionary position is TCF.
The FTC gap: why "chlorine-free" is not enough
The FTC's Green Guides regulate environmental marketing claims. Under the guides, a claim should not overstate environmental benefit, and marketers must be able to substantiate claims. But "chlorine-free" does not appear as a defined term in the Green Guides, and the FTC has not taken enforcement action against ECF products that use the phrase.
The practical result: "chlorine-free" on a diaper box tells you that the brand chose to make a marketing claim, not which bleaching chemistry was used. ECF products routinely carry the phrase. So do TCF products. Without additional specification, the claim conveys no usable information.
Brands that use TCF bleaching typically say so explicitly: "totally chlorine-free," "TCF," or "bleached with oxygen/hydrogen peroxide." Brands that do not specify are almost always ECF.
The only independent verification: CFPA certification
The Chlorine Free Products Association (CFPA) operates two certification marks.
Totally Chlorine Free (TCF) certifies that the product was processed without any chlorine compounds. Third-party audited. This is the mark that confirms TCF status and the only one relevant to virgin-pulp diapers.
Processed Chlorine Free (PCF) certifies that the product's recycled-fiber content was processed without additional chlorine, though it may contain pre-consumer recycled content that was originally bleached conventionally. PCF does not guarantee a chlorine-free bleaching process for the virgin pulp component.
The CFPA certification appears in the issuer's registry and can be verified at chlorinefreeproducts.org. When a brand claims TCF status without the CFPA mark or a comparable independent audit, that claim is unverified.
What to look for
The shortest version: look for "TCF" stated explicitly, or the CFPA Totally Chlorine Free certification mark. Neither "chlorine-free" nor "ECF" alone confirms that the product is TCF.
Secondary signals that support a TCF claim:
- Bleaching agent disclosed: "bleached with hydrogen peroxide," "ozone-bleached," or "oxygen-bleached"
- Third-party lab testing of pulp or finished product, with results published
- CFPA TCF certification verifiable in the CFPA registry

A note on AOX
AOX (adsorbable organic halides) is a bulk measurement of halogenated organic compounds in wastewater or product. It includes dioxins and furans but also many compounds with different toxicological profiles. AOX levels in ECF effluent have dropped substantially over the past three decades as process controls have improved.
When brands or industry associations cite "low AOX" as evidence of ECF safety, they are citing a real improvement over older ECF processes and over conventional bleaching. The argument for TCF is not that modern ECF produces dioxins at the same rate as conventional bleaching; it does not. The argument is that TCF eliminates the halogenated compound production mechanism entirely, and for a product in prolonged direct skin contact with an infant, "lower than conventional" is a different standard than "none."
